The Kansai Economic Federation's 2035 vision calls for an air-mobility area around Osaka Bay served by about 100 eVTOL aircraft. SkyDrive and regional partners are building the operating foundation, including Japan's first consortium for commercial eVTOL vertiport operations at Osakako. The plan shifts attention from demonstration flights to routes, landing infrastructure, and commercial service readiness.

Aircraft developers, airlines, infrastructure operators, and mobility investors could benefit as Kansai develops its network. SkyDrive, Japan Airlines-linked operator Soracle, Osaka Metro, Marubeni, and ANA Holdings are involved in aircraft development, operations, infrastructure, or commercialization planning. Their work creates opportunities in vertiport operation, route planning, passenger services, and partnerships with tourism and transport providers.

DataM Intelligence values Japan's Flying Cars Market at US$19.35 million in 2025 and projects it to reach US$465.63 million by 2035, a 37.45% CAGR during 2026-2035.

Piloted eVTOLs account for the largest aircraft category, with a 76.8% share, while battery-electric propulsion leads at 91.4%. Passenger air taxis and urban mobility are the leading application at 44.6%. Kansai is emerging as a key early deployment area through vertiport and operator coordination, while Tokyo's multi-company implementation plans point to a second major market for commercial routes and airport access.

Recent Developments:
- Design capability (April 20): Japan's Civil Aviation Bureau granted SkyDrive Approved Design Organization status, making it Japan's first dedicated eVTOL developer with this certification.

- Expressway routes (April 24): SkyDrive and NEXCO West began testing the feasibility of services using service areas spaced 10-30 km apart.

- Production (June 30): Toyota and Joby formed a JV to prepare commercial production, applying Toyota's manufacturing and quality systems.

- Tourism (July 13): SkyDrive remotely flew its SD-05 2 km in 6:20 at up to 86 km/h, simulating Seto Inland Sea sightseeing.

- Insurance and infrastructure (July 17): SkyDrive, Tokio Marine & Nichido and Nippon Koei partnered to study safety, public acceptance and operations.

- Policy (July 21): Japan designated eVTOLs among 17 strategic fields, targeting support for R&D, production, infrastructure and certification.

- Osaka infrastructure (October 1-6): SkyDrive began assessing conversion of emergency rooftops into vertiports and joined Kansai companies, including MUFG Bank, in a western Japan feasibility study.

Regional Analysis: Japan and the United States

Japan: DataM estimates Tokyo/Kanto at 39% of domestic value and Kansai/Osaka at 28%. Tokyo concentrates airport access, operators and trials; Kansai pairs tourism demand with rooftop landing sites. NEXCO West's study extends the network concept to regional service areas. Air taxi/urban mobility represented 44.6% of 2025 revenue; tourism/airport access, 24.8%. Japan's roadmap puts selected-region commercial operations in 2027-28, with remote piloting and traffic management targeted for the early 2030s. Piloted operations currently account for 78.5%.

United States: Federal eIPP trials are creating operational corridors. September demonstrations in Texas involved Joby and BETA, with planned Dallas-Austin-San Antonio links. North Carolina tested regional and medical flights connecting local airports with Raleigh-Durham. The U.S. is generating operational data; Japan's differentiators are domestic design capability and coordinated infrastructure. DOT says trial data will inform FAA rules, while missions include cargo, emergency response and autonomous flight-creating a national evidence base.

Company Profiles:
SkyDrive: Toyota City-based SD-05 developer. The three-seat aircraft carries one pilot and two passengers. Its strategy combines domestic certification, compact electric aircraft and partnerships with Suzuki, expressways and insurers; commercial operations are targeted for 2028.

Joby Aviation: California-based electric aircraft and air-taxi developer. Its aircraft is designed for vertical takeoff and up to 100 miles of range. ANA is its Japan operating partner; Toyota's JV advances manufacturing.

Archer Aviation: U.S. eVTOL developer positioning Midnight for short urban trips. Japan entry runs through Japan Airlines, Sumitomo Corporation and their Soracle venture. Archer is also participating in U.S. pilot trials.

Toyota Motor Corporation: A production partner rather than aircraft brand. Toyota contributes manufacturing systems and engineering, extending its Joby relationship through a JV preparing commercial aircraft production.

Market Segmentation:
By capacity: Two- and three-seat aircraft led with 51.2% (US$9.91 million) of 2025 revenue, suited to sightseeing and short routes. Four- and five-seat models held 38.6% (US$7.47 million), relevant to airport transfers.

By propulsion: Battery-electric aircraft accounted for 91.4% (US$17.68 million), reflecting today's urban aircraft mix. Hybrid-electric systems held 8.6%, potentially suiting longer routes but requiring more complex propulsion.
